What WE DO

Nuclear Regulatory Oversight, Safety and Environmental (Nuclear ROSE) Consulting and Expert Witness Services.

 We are an independent consulting company with expertise in the safety, security and environmental impacts of commercial reactors. We advise clients and policy makers on regulatory matters, national energy policy, and legislative opportunities to drive regulatory modernization. We write, comment, speak, and testify about nuclear safety, dispelling myths and correcting mis-perceptions about risks of reactor operation and used fuel storage.

We press for regulatory modernization to enable deep decarbonization, protect public health, improve grid stability, and preserve national energy security.

 We urge the US Nuclear Regulatory Commission (NRC) to modernize reactor licensing frameworks as mandated by the Nuclear Energy Innovation and Modernization Act of 2019 (NEIMA). Satisfying NEIMA is crucial to NRC's readiness to review the projected volume of licensing applications for operating, new and advanced reactors in the near term and decades to come.

We provide institutional insights and perspectives to inform Congressional oversight of the NRC.

With presence in the Washington DC area, we leverage bipartisan support for regulatory reforms at the NRC. Congressional oversight of NRC's performance is essential to ensure the Agency satisfies its statutory purpose and mission - to enable the safe civilian use of atomic energy for the benefit of society and the public's general welfare.

We apply expert knowledge of risk-informed, performance-based approaches to regulation.

We have experience writing comment letters and supporting webinars that propose modern, performance-based and risk-informed alternatives to overly prescriptive, deterministic regulations, including the draft rule under Title 10 of the Code of Federal Regulations, Part 53.

We offer public outreach services on nuclear safety and public speaking engagements on the risks and benefits of nuclear energy.

We have experience engaging members of the public on nuclear projects, seeking first to understand their views and concerns before responding with factual information and applied knowledge in an empathetic manner that is highly credible and builds trust. We accept speaking engagements on nuclear safety, regulatory reform, ethics and leadership. 

We offer expert witness testimony on nuclear regulatory oversight, safety and environmental reviews, nuclear safety and security concerns, and regulatory policies and practices.

We are called upon by lawmakers and litigants for expert testimony on nuclear safety and security matters. We offer expert witness services and written or oral testimony on a wide variety of issues, from the risks and benefits of nuclear energy to the safe storage of used nuclear fuel to regulatory modernization.
